Angela received her B.A. from The Evergreen State College (1991) and her J.D. from the University of Puget Sound School of Law (now Seattle University–1994). Having grown up with a sister with disabilities, during law school, Angela worked for a non-profit professional guardianship agency in Seattle. She then took a very long break from the practice of law to be a military spouse and mother. Returning to Washington after her husband retired, she met Judith Luther-Shiflett at Thurston County Volunteer Legal Services and Carlson-Whitley & Luther, LLP was born.

Angela focuses her practice on trust administration and all aspects of guardianship (except litigation)–representing family member and professional guardians, facilities, alleged incapacitated persons/incapacitated persons, and serving as Guardian ad Litem or Trust Guardian ad Litem.

Angela is a member of the Washington State and Thurston County Bar Associations, Secretary of the Mason County Bar Association, served as Chair of the Thurston County Guardianship Roundtable from 2010 to 2018, and is a member of the Washington State Pattern Forms Subcommittee for guardianship forms.

Angela enjoys sharing her knowledge and experience with lawyers and GALs who are new to the practice of guardianship and continues to volunteer with Thurston County Volunteer Legal Services.
